Tender announcement for 3 new Solar Power Renewable Energy Resoruce Area (“YEKA”) projects have been published in the Official Gazette on October 5, 2018, for the following projects:
- 500 MW in Şanlıurfa (Viranşehir),
- 300 MW in Niğde (Bor), and
- 200 MW in Hatay (Erzin).
After the first 3 YEKA tenders (namely, the first solar and wind YEKA projects, which are at the development and financing stage, and the offshore wind project, which is at the tender stage), these new tenders are aligned with the objectives of the Government set forth in the New Economic Program (the “Program”) that the Minister of Treasury and Finance announced on September 20th. The Program put an emphasis on the importance of the renewable energy resources and provided that the energy sector along with some other sectors was to be prioritized, to decrease current account deficit. It further indicated that share of renewable energy and domestic coal resources were to be increased in power generation, and localization of energy technologies were to be supported through YEKA model.
According to the tender announcement, potential bidders may see and purchase the tender documents at the Ministry of Energy and Natural Resources in Ankara. The purchase price of the specification is TRY 5.000.
Tenders will be carried out through Dutch auction where ceiling price will be 6,50 US$ cent/kWh. Successful bidder will be granted a purchase and price guarantee for 15 years which will commence from the signing date of the YEKA Usage Right Agreement. The term of the generation license will be 30 years.
The deadline for submission of the bids is January 31, 2019. Whilst submitting their applications, bidders will be required to submit a letter of guarantee in an amount of US$ 3 million for Şanlıurfa (Viranşehir), US$ 1,5 million for Hatay (Erzin) and US$ 2 million for Niğde (Bor).
