Trabzon City Hospital PPP Project

Pre-qualification announcement for the Trabzon City Hospital Public-Private Partnership (“PPP”) Project (“Project”) has been published in the Official Gazette on May 21, 2018.

Project Model

The Project will comprise the development, financing and operation of a Healthcare Campus and Commercial Areas with a construction period of 3 years (which may be extended for up to 1 year) and an operation period of 25 years. The Project will be developed through the build-lease-transfer (BLT) model envisaged for healthcare facilities under the Health PPP Law No. 6428 and the Health PPP Regulation.

General Information about the Project

The Healthcare Campus is planned to be established on a 400-acre land with a bed capacity of 1100 in Akyazı, Trabzon, which is located in the Black Sea region of Turkey. The Contractor shall procure the financing, implementation project, construction and the necessary medical equipment and devices for the Healthcare Campus. Additionally, the Contractor shall undertake the maintenance and repair (renewal) of the facilities, any other services compatible with healthcare services such as imaging, sterilisation, development of a patient information system and laboratory and other necessary non-medical services throughout the project term.

Tendering Procedure                               

The tender will be conducted through an open bid procedure among bidders who are selected by the administration upon a pre-qualification assessment. In the first phase, the bidders who fulfil the required qualifications will be selected. Only the bidders who are shortlisted and determined as qualified by the administration may submit their bids for the Project. Upon the accomplishment of the pre-qualification assessment, in the second phase, the prequalified bidders are expected to submit their bids pursuant to the tender document.

The potential bidders will be entitled to review the tender document by visiting the General Directorate of Healthcare Investments. Bidders who participate in the pre-qualification tender must purchase the relevant tender document. The purchase price of such document is TL 20,000.

Next Steps

The deadline for submission of the pre-qualification applications is 3:00 p.m. on June 22, 2018. The potential bidders may submit their applications by hand or via registered mail to the General Directorate of Healthcare Investments. The tender will be conducted on the same day and the bidders who are determined as qualified will be notified within 7 days following that day.
