On April 2, 2020, the authority to realise the Tram Railway Line of Kocaeli City Hospital PPP Project has been transferred to the Ministry of Transport and Infrastructure by the Presidential Decree No. 2340.
Prior to such Decree, the Greater Municipality of Kocaeli was responsible for the realisation of that project.
The Ministry of Transport and Infrastructure is now entitled to realise that tram railway project by its own sources or through public-private partnership model, such as build-operate-transfer (BOT) under the Build-Operate-Transfer Law No. 3996.
